We were appointed by Dudley Taylor Pharmacies Ltd to provide transport planning consultancy services in relation to a planning application for a new medical practice. The proposed site for new practice was the former Police Station on Northgate in the centre of Warwick.

Assessing the Impact of Proposals upon the Local Highway Network

Development proposals sought to demolish the former police station and redevelop the site. The site would provide a new state-of-the-art 1,650sqm medical centre, accommodating a pharmacy and 26 clinical rooms. There would also be allocated onsite parking for 41 cars split between staff and patients. The new medical centre would combine/replace two existing clinics in close proximity to the application site.

We prepared a detailed Transport Assessment to assess the impact of proposals upon the local highway network. As part of the transport report, tasks included - but were not limited to:

  • A review of the accessibility of the site via non-car modes of travel;
  • A review of local road collisions, identifying any patterns and/or safety concerns;
  • A review of staff and patient travel surveys undertaken at practices relocating to the site; and
  • A review of predicted operational parking demand. This was to ensure that the proposed provision is adequate in order to allay any concerns in relation to potential parking stress levels and the impact on the surrounding highways network.

Planning Permission Granted

Following submission of the application, we were involved in undertaking discussions with the local authority. In particular we took care of discussions in relation to cycle parking/infrastructure provision and S106 contribution negotiations.

The medical centre was granted planning permission in March 2019. This was achieved through working closely with the client's project team and the highway authority, addressing the various points raised and significantly reducing requested S106 contributions.
