Mayer Brown takes pride in delivering comprehensive Transport Planning services for the successful delivery of residential and mixed-use developments. We were appointed to provide a package of Transport Planning services for the residential-led mixed use scheme of 99 new homes, community hall, village green, play area and day nursery at land at Maudlin Nursery, Westhampnett, West Sussex.
Mayer Brown were involved from the initial design conception and feasibility stage to completion of development and subsequent Travel Plan Implementation period, with a partnership with the development site spanning a total of 12 years.
Mayer Brown’s ability to stay with a scheme from the earliest feasibility stage through planning, appeal, delivery and long-term Travel Plan implementation, helps to de-risk the process at every step. This case shows how early, practical Transport Planning input can support complex residential-led mixed-use development, secure consent even where appeal is required, discharge obligations, adapt to changing community needs and provide ongoing compliance after occupation. For developers, the value lies in having a transport partner who understands both the technical requirements and the commercial need to keep a project moving from concept to completion.
The site, historically occupied by Maudlin Nursery, a commercial use, has now been transformed into a thriving residential community. As part of the original outline application for residential development, Mayer Brown provided a Transport Assessment Scoping Report, Transport Assessment, Travel Plan, Stage 1 Road Safety Audit and Designers Response and a Design Audit.
When the development was approved at appeal in June 2013, Mayer Brown continued to support the project with a range of post-application services, including the provision of a Full Travel Plan, undertaking the Travel Plan Coordinator Role for its lifetime and overseeing all aspects of the implementation. This ensured a seamless integration of all transport-related aspects of the project from pre-application to post-construction.
In 2021, Mayer Brown also assisted with an additional Reserved Matters Application for the provision of a day nursery in place of the public house required by the S106 agreement associated with the wider development. This was successfully approved, constructed, and now plays a crucial role for the community in this location.
Condition 15 of the approved development required provision of a Full Travel Plan and periodic review. Mayer Brown also produced a bespoke Welcome Pack for residents as part of the Travel Plan Implementation, which was well received, and organised a £150 voucher for a local cycle shop for residents. The approved Travel Plan identified that the monitoring was to be undertaken using the TRICS Standard Assessment Methodology (SAM). A TRICS SAM survey is a structured travel survey methodology used to collect data on how people travel to and from a development site. It is designed to provide consistent, standardised information for the development. The assessment methodology typically captures the mode of travel, trip origins and destinations, arrival and departure times, vehicle occupancies and parking demand and provides robust quantitative data, supported by detailed qualitative information on the site’s Travel Plan, including its implementation, targets, and measures. Together, these elements along with the Travel Plan Monitoring Reports create a thorough and complete monitoring record for the development.
For the Roman Walk residential development, the monitoring was required to be undertaken one year after 50% occupation and thereafter in years three and five. Mayer Brown have undertaken site visits and produced a Travel Plan Review report as part of the TRICS SAM survey for each review year of the Travel Plan period.
