Unlocking Residential Development Through Early Transport Planning: Charlton Place, Andover

Securing planning permission for residential development increasingly depends on getting the transport strategy right from the outset.  At Charlton Place in Andover, Mayer Brown was appointed by Angle Property to provide transport planning and highway engineering support for a major residential redevelopment. The project demonstrates how early engagement, robust evidence and a collaborative approach can remove risk and help unlock complex sites.

Details

Charlton Place is a substantial site, extending to approximately 6.44 hectares, and is currently occupied by office buildings totalling 17,855 sqm, alongside ancillary car parking, tennis courts, five-a-side football pitches and landscaped areas.

The proposed redevelopment comprises an outline planning application for up to 130 new homes, supported by associated works and the delivery of a new active travel link along the northern boundary of the site. The scheme represents a significant change in land use and required careful consideration of access, parking, servicing and wider highway impacts.

From Our Early Involvement to Submission of the Outline Planning Application

From an early stage of the project, Mayer Brown worked closely with the wider project team to shape a transport strategy that was both policy-compliant and deliverable.

Our involvement included advice on:

•             Site access and highway layout design

•             Servicing and refuse collection arrangements

•             Residential parking provision

•             Pedestrian, cycle and active travel connectivity

Crucially, we also led early pre-application discussions with the Highway Authority (Hampshire County Council) , including the submission of a detailed Scoping Report, which led them to raise “no in-principle objections to the proposal in highways terms”, and to conclude that “it is unlikely the Highway Authority would have any significant concerns from a Highway Development Planning perspective”.

Supporting the Planning Application

To support the outline planning application, we then produced a detailed Transport Assessment fully assessing the highways impact of the proposals, and a framework residential Travel Plan setting out how the site would maximise the use of sustainable travel modes.

Following the submission of the outline planning application, and after reviewing our Transport Assessment and Travel Plan, the Highway Authority have confirmed that they are “satisfied that the proposal would not lead to any material detrimental impact upon the safety and efficiency of the public highway network and no objections are raised”.

 

Current Status of the Project

The outline planning application for Charlton Place is now expected to receive consent, subject to completion of the Section 106 agreement. The project is well positioned to move forward into the next stages of design and delivery, supported by a transport strategy that is robust, evidence-based and fully aligned with Highway Authority expectations.
