Based on our experience in the field of renewable energy and a thorough understanding of what is required to deliver this type of development scheme, Mayer Brown was able to provide expert transport consultancy services for the Norchard Farm solar project, supporting the proposal for a new ground-mounted solar farm designed to generate up to 9MW of solar energy.
Transport considerations for solar farm projects are typically focused on the construction phase, as the operational phase generally has minimal impact on the local transport network. This was certainly the case with the Norchard Farm project, where the primary concerns from the Local Highway Authority centered around the construction phase.
At the project's outset, two potential access points to the site were identified: a rural lane or an existing layby on the southbound A449. Due to local concerns about the use of the rural lane by construction vehicles, the decision was made to utilise the layby as the preferred access route following a feasibility assessment by Mayer Brown.
Mayer Brown prepared a detailed Transport Statement to support the planning application. During the consultation process, Worcestershire County Council, as the Highway Authority, raised concerns specifically related to utilising the layby for the construction phase. To overcome these concerns Mayer Brown:
• conducted parking demand surveys at the layby, as well as at nearby upstream and downstream laybys, to assess overall parking utilisation to demonstrate no adverse impacts on layby parking;
• prepared a thorough justification of the proposed access in accordance with design standards, demonstrating that the layby could be used safely for construction traffic. This was subject to a Road Safety Audit (conducted by Mayer Brown’s independent road safety team);
• advised on a suitable layout of the site to meet Highway Authority expectations, utilising detailed swept path analysis of the access, internal routes, and the site compound;
• produced a comprehensive Construction Traffic Management Plan to ensure the management of construction activities would be adequately controlled with the identification of appropriate construction routes; and
• prepared a comprehensive signing strategy was also provided to ensure safe and efficient movement of construction vehicles.
As a result of these efforts the planning application was successfully approved in August 2024.
