Nash Road Development Street Lighting Design - Bellway Homes Kent

Mayer Brown Ltd were appointed by Bellway Homes Kent to deliver the external and highway lighting design for the Nash Road residential development in Margate. Our commission supported the discharge of reserved matters planning conditions and the progression of the scheme towards highway adoption, ensuring the lighting proposals were safe, compliant, and deliverable without delay.

The project required a coordinated lighting solution that balanced highway safety, residential amenity, and environmental considerations, while meeting Kent County Council’s technical standards for adoption.

The Challenge

As part of the reserved matters approval, the development was subject to a condition requiring a robust and policy-compliant lighting strategy.  The proposals needed to satisfy both planning requirements and KCC Highways’ adoption criteria, with limited tolerance for redesign or delay.

Key challenges included:

  • Designing a lighting solution fully compliant with KCC Highways specifications and current standards.
  • Integrating lighting infrastructure with the approved highway and site layout.
  • Securing timely agreement from statutory consultees to maintain programme certainty.

Failure to resolve these matters efficiently risked delaying condition discharge and impacting the wider development programme.

Our Approach

Mayer Brown Ltd provided end-to-end lighting design support, working collaboratively with Bellway Homes Kent and KCC Highways throughout the process. Our approach focused on early engagement, technical clarity, and proactive problem-solving.

Our services included:

  • Preparation of a reserved matters lighting strategy aligned with planning policy and highway requirements.
  • Detailed highway and external lighting design, supported by calculations and technical drawings.
  • Direct liaison with KCC Highways officers to review proposals and respond to comments.
  • Efficient design refinement to address feedback and secure agreement.

By engaging early with the Highway Authority and maintaining clear lines of communication, potential issues were identified and resolved before they could affect programme or approvals.

Outcome

Mayer Brown Ltd successfully supported Bellway Homes Kent in achieving:

  • Swift discharge of the reserved matters lighting condition.
  • Technical acceptance of the lighting design by KCC Highways.
  • Reduced programme risk through efficient stakeholder engagement and a clear route to adoption.

The agreed lighting design is now being installed and will form an integral part of the Nash Road development, delivering a safe, compliant, and well-integrated lighting solution that supports both long-term maintenance and placemaking objectives.

Key Benefits to the Client

  • Certainty on planning condition discharge.
  • A clear and efficient pathway to highway adoption.
  • Reduced risk of delay or redesign during later project stages.
