Dorincourt, Leatherhead - Delivering Sustainable, Safe and Policy-compliant Access for Commercial Development

Since 2023, Mayer Brown has been appointed by Angle Property as the transport planning and highway engineering consultant for a key commercial redevelopment site at Dorincourt, near Leatherhead in Surrey. The project demonstrates the importance of early highways engagement, robust transport assessment and carefully considered access design in unlocking development potential.

The Development Context

The Dorincourt site is a previously developed brownfield location, formerly occupied by the Queen Elizabeth Foundation as a specialist care home. The proposals involve demolition of the existing buildings and construction of a new commercial unit comprising Use Classes B2 (General Industrial), B8 (Storage and Distribution) and Class E(g)(ii)(iii), alongside ancillary office space, servicing areas, parking, landscaping and associated works.


The development also delivers pedestrian improvements, including enhanced access arrangements and upgraded crossing facilities across Oaklawn Road, contributing positively to local connectivity and safety.

Transport Planning & Highways Strategy

Given the proposed change of use, a key focus of the transport strategy was demonstrating that the site could safely accommodate larger commercial vehicles while maintaining safe conditions for pedestrians, cyclists and other road users.


Mayer Brown led early pre-application discussions with Surrey County Council Highways, allowing potential access, servicing and vehicle manoeuvring issues to be addressed proactively. This early engagement resulted in Surrey County Council confirming that there were no fundamental highway concerns with the proposals.

Planning Support and Technical Outputs

To support the planning application, our transport planning team prepared a comprehensive Transport Statement assessing site access arrangements, servicing strategy, parking provision and the traffic impact of the development. A Staff Travel Plan was also produced, setting out practical measures to encourage sustainable travel choices and reduce reliance on the private car.

Following planning approval by Mole Valley District Council in May 2024, Mayer Brown was commissioned to prepare a detailed Construction Transport Management Plan (CTMP) to discharge planning conditions. The CTMP set out how construction traffic would be safely managed, including site personnel parking, delivery arrangements, vehicle routing, loading and unloading areas, operational hours and swept path analysis.

Outcome and Added Value

The Dorincourt project highlights how early, coordinated transport planning and highway engineering input can de-risk complex commercial developments. Through close collaboration with the client and the Highway Authority, Mayer Brown helped secure planning approval and deliver a safe, efficient and policy-aligned access strategy.
