Management of Environmental Impact - Hoe Valley

Mayer Brown provided the Environmental Impact Assessment required to support a successful planning application for the remediation and redevelopment of a site at Westfield tip, otherwise known as the Hoe Valley Scheme.

This involved the provision of air, noise, infrastructure, transport, and waste chapters and the co-ordination and liaison with the Client and sub-consultants.

Challenge

The area of Westfield tip, adjacent to Woking Park in Woking is frequently subject to inundation from the Hoe Stream. This area also includes a former tip site and a number of community buildings. Woking Borough Council required an EIA to support an application to relocate the community buildings and to create an area of amenity wetlands and paths which included the Park and which would function as floodplain compensation land. In order to fund this, the former tip section of the site required remediation to a standard suitable for a housing development.

Result

The resultant EIA for the Hoe Valley Project, which was managed and collated by Mayer Brown, brought together all of the technical specialism’s required to produce a coherent assessment of the many potential impacts associated with this complex project and all of the detailed mitigations required.

In addition, we were able to advise Woking Borough Council on the emerging implications of the Habitats Regulations with regards to the requirement to protect the local Special Protection Area (SPA) of Thames Basin Heaths (TBH) from urban encroachment and the need for the provision of mitigating SANGS (Suitable Areas of Natural Green Space). As a result of this project and the EIA work undertaken, Woking Borough Council developed their ‘Thames Basin Heaths Special Protection Area Avoidance Strategy 2010-15’ which is used to assess the contribution towards SANGS provision for all new developments with a potential for impact upon the TBH.  

The Hoe Valley project, was subsequently awarded a CEEQUAL ‘Excellent Whole Project’ award and development on the site is well advanced
