Highway Improvement Works Project

We were appointed by Sainsbury’s Supermarkets Limited to design the off-site Section 278 Agreement highway improvement works associated with the new store in Staplehurst, Kent. The works included but were not limited to:

·            New mini roundabout for vehicular customer access on the A229 Station Road

·            A new Puffin crossing on the A229 Station Road

·            A new service yard priority junction access on the Station Approach

·            Improvements to 2 bus stops on the A229

·            An upgraded footway/cycleway link between Greenhill and Lodge Road

·            A new Puffin crossing on Marden Road

·            Gateway feature on the A229 Station Road, north of the bridge.

As part of the S278 process, the design was subject to technical and road safety audits and was technically approved by the Highway Authority (Kent County Council) in November 2022.

We were retained during the construction phase of the project to assist the contractor to deliver the highway works in accordance with the approved design. This included:

·            Arranging and chairing the pre-start meeting

·            Taking a lead in co-ordination between the Highway Works Contractor and Highway Authority

·            Arranging and attending regular site meetings and site monitoring during construction

·            Dealing with any contractor queries and liaising with all parties to ensure that the works were constructed on time

·            Assisting the contractor to enable the works to be successfully completed and accepted onto  maintenance following issue of the Practical Completion Certificate

·            Ensuring any snagging was addressed and the works were adopted by the Highway Authority  following the Stage 3 Road Safety Audit and completion of the Maintenance Period

The scheme has completed its maintenance period, and the remainder of the bond has been released to the Client.
